Thomas J. Seeley III

Thomas J. Seeley, III, has been practicing law in Jonesborough, Tennessee for over 20 years. During this time, he has focused his practice in the areas of municipal, civil litigation, employment and contract litigation, divorce, adoption, child custody & support, criminal defense, domestic assault, auto accidents and personal injury. Tom is also a mediator for family law matters.

Tom earned his Doctor of Jurisprudence degree from the University of Tennessee College of Law in May of 1997 and married his wife, Jenny, in December of 1997. They have three teenage children.

Brett N. Mayes


Brett N. Mayes has been practicing law in East Tennessee and the Southeast since 2011.  He returns to Washington County from Knoxville, Tennessee, where he practiced at the law firm of London & Amburn, P.C. 


Brett has expertise in the following areas:

Brett is able to advise clients ranging in size from large national corporations to individuals and small sole proprietorships.  He graduated magna cum laude from the University of Tennessee in 2008 with a degree in business and economics.  He received his law degree from the Wake Forest University School of Law in 2011, where he served as an Articles Editor on the Wake Forest Law Review.  He is currently a member of the Tennessee Bar Association.  


Brett resides in Johnson City with his wife, Casey, and their three children, Harper (7), Alexandria (4), and Nate (2).  Brett has long-standing ties to the area through his mother, Cindy Keefauver Mayes, and grandparents, the late Bill and Jean Keefauver of Boones Creek.  He is excited to return to a community that he cares for deeply and provide outstanding service at a great value for his clients.

Retired Judge | ADR Rule 31 Mediator

Thomas J. Seeley, Jr., is an Alternative Dispute Resolution Rule 31 Listed General Civil Mediator for the State of Tennessee. He earned his undergraduate degree from Florida State University.  He attended law school at both the University of Florida and the University of Tennessee, graduating from the latter in 1970.  Ret. Judge Seeley was licensed in Tennessee that year and began his practice as a trial attorney for the TVA.  He opened his private practice in 1974, representing both plaintiffs and defendants.  Ret. Judge Seeley also served as General Counsel for the Clinchfield Railroad and County Attorney for Unicoi County during that time. In 1985, he was appointed Circuit Judge for the First Judicial District of Tennessee, serving for thirty years until his retirement in 2015.  While a judge, he was selected by his colleagues to serve as the Presiding Judge of the Tennessee Court of the Judiciary, the body overseeing complaints against judges throughout Tennessee.  In addition to being licensed in Tennessee, Ret. Judge Seeley has been admitted to the bars of the U.S. Supreme Court, the Fourth, Fifth and Sixth Federal Circuit Courts, and has appeared in the federal courts of Virginia, North Carolina, Alabama and Kentucky as well as Tennessee.  He brings a wealth of experience to the mediation process having had an active trial practice as a government and private attorney and having tried thousands of civil cases while serving as Circuit Judge.

Patty Johnson brings to the firm over 25 years of legal experience. Prior to joining The Seeley Law Firm, Patty worked as a paralegal/legal assistant for a major law firm in Asheville, North Carolina for over 15 years. Patty became a Certified Paralegal in January, 2008, and is a Tennessee Notary Public. She is a member of the National Association of Legal Assistants. Patty moved to the Unicoi County area in 2015 with her husband, Kevin. They have three grown children and one very adorable granddaughter.

Jeri Lyn Fowler
Paralegal | Receptionist

Jeri Fowler brings with her a combined legal experience of 10+ years. Prior to joining The Seeley Law Firm in 2017, Jeri worked as a legal assistant for a prestigious family law firm in Tampa, Florida. Jeri has her Associate of A.S. Degree, majoring in Business, with a concentration in Paralegal Studies from Walters State Community College and is a Tennessee Notary Public. In addition, she is a member of the Phi Theta Kappa Honor Society, the Kappa Beta Delta International Honor Society and a current member of Tri-Cities Legal Support Staff Organization. Jeri returned to the Washington County area in 2016 to be closer to her parents and her childhood farm. She has several fur babies whom she loves tremendously.
